Environmental protection is currently one of the most important priorities worldwide. Following the Second World War, an environmental consciousness in response to a growing awareness of an impending ecological crisis. Recently, European environmental law was fundamentally reshaped by the European Green Deal (EGD). This evolution has significantly impacted the traditional domain of public procurement. The development of a communitarian framework was justified purely by market-efficiency objectives, but progressively public procurement evolved into a strategic policy tool, enabling public authorities to award contracts based not only on economic metrics but also on secondary socio-environmental considerations. Concurrently, the European Commission advanced its commitment to corporate accountability, culminating in the adoption of the Corporate Sustainability Due Diligence Directive (CSDDD), which imposes binding value-chain due diligence obligations on in-scope corporations.
