This thesis addresses the issue of urban traffic-related air pollution with the objective of expanding existing knowledge on the effectiveness of environmental policy interventions in terms of pollutant reduction, by applying rigorous, quasi-experimental analytical methods coming from the field of counterfactual impact evaluation – with a focus on the context of the Po Valley region in Northern Italy (and the metropolitan city of Milan in particular). Findings provide evidence to suggest that, in this specific setting, increasing stringency with respect to a baseline coercive instrument may be the best policy enhancement strategy, while the advisability of a shift to a measure of a different, market-based nature is strongly questioned.
